- Ten diverse countries were chosen to compare their policies and programs to develop a national Information Technology (IT) industry. Using an analytical framework that associates policy objectives to policy instruments and evaluation criteria, the authors identified four distinct types of IT industry and forty best practices that bring about an internationally competitive IT industry. Furthermore, these practices were associated to the policy areas surrounding IT industry, including economic and regional development, R&D, Information Society, and e-Government.
