The adoption of an alternative model for sustainable development that considers economic, social and ecological factors requires the incorporation of new actors such as Urban Social Movements. This perspective of urban development provides a better way to identify problems with a detailed view of the role of urban social movements in the design of cities and their ability to influence urban planning. This research uses the scenario method of the French School "la prospective" (Amer, Daim and Jetter, 2013) using participatory exercises to apply the methods of actor analysis, structural analysis and "probabilized" scenarios. The results show the importance of strategic foresight to identify specific actions from a systems perspective to promote an inclusive urban design. The methodology allowed to identify the critical variables, as well as the divergences and synergies that affect the phenomenon.
