- Shenzhen¿s transformation has as an indispensable element its relationship with Hong Kong. This article, employing a documentary method and considering a period that began with China¿s opening-up and economic reform in 1979, analyzes the distinct stages of the relationship between Shenzhen and Hong Kong over 45 years. To this end, it discusses the legal framework behind a unique relationship shaped by the adoption of the ¿one country, two systems¿ concept that allowed Shenzhen to transform into an international metropolis. The findings demonstrate that the adoption of a public policy based on a medium- and long-term vision, which focused on the advantages of a single-border relationship, was a key element of this transformation. The conclusions emphasize that adopting a planning approach based on a vision of cross-border complementarity can enhance the living conditions of disadvantaged populations.
