It focuses on the search for effective strategies to increase knowledge about the subject without questioning previous concepts that have already been accepted by the scientific community while also establishing the participation of multidisciplinary teams. The guide is primarily based on the integration of hydrometeorological, hydrological and hydraulic processes, in addition to the analysis of political and social information. The systematic application of this guide in municipal, state and federal arenas will enable the standardization of information related to flood events and will facilitate the creation of reliable databases. These serve as the source of information for any investigation about this subject of importance to many countries.
