Overview

Doctor in Constitutional and Administrative Law by the UNAM with studies in Economic Law. Since 1980 he combined teaching activities with the public service in the Government of Tamaulipas. From 1987, he joined the Federal Government, occupying middle and senior positions in agencies such as INEGI, the Secretariats of Governance, Programming and Budget and Social Development, CONAGUA and SEP. He also collaborated as Regional Coordinator of the solidarity program for a Digna school and the Federal Government Representation in the agreements for reconciliation and dignified peace in Chiapas. In 1996 he joined as a lecturer at the Tecnológico de Monterrey, where he held the post of professor of plant until 2005, during that time he was an academic senator. In 2005 he was appointed General Secretary of the "José María Luis Mora" Research Institute (CONACYT) until 2010, when he was reinstated as Tecnológico Tecnológico de Monterrey, and the following year he was appointed Director of the Department of Law And International Relation. He is also Academic Vice President of the Center for Research and Studies on Civil Society AC. He has experience in the public service, administration of educational institutions of higher level, teaching, consulting and its line of research are the constitutional right, collective rights and civil society.
