Contreras-Arreaga, Javier
Overview
Javier Contreras Arreaga directs the Law Program at Tecnológico de Monterrey, Guadalajara Campus, and coordinates the Nansen Clinic on Migration and Refuge, where student teams support the cases of people in situations of human mobility, monitor the practices of Mexican migration authorities, and produce reports and technical opinions for national and international institutions.
His nine-year career spans the three arenas where migration policy is actually shaped: public service, international cooperation, and the classroom. He authored Mexico's National Strategy against Migrant Smuggling (2023), designed the points-based labor migration proposal commissioned by the International Organization for Migration (IOM), and in 2024 systematized more than six thousand opinions from sitting judges as part of the country's judicial reform process. He has served as Executive Secretary of CONAVIM, Mexico's national commission on violence against women, as director of the Jalisco Institute for Migrants, and as a citizen council member of the National Migration Institute (INM). He has consulted for IOM, ILO, UNODC, UN Women, and UNDP, and contributed to drafting Jalisco's state law on human mobility.
He holds a law degree from Universidad de Guadalajara and a master's in public law from Universidad Panamericana. Since 2022 he has been a Faculty Mentor with the Reach Alliance (University of Toronto / Tecnológico de Monterrey), supporting research presented in Toronto, Singapore, and London. He is founding partner and consulting director at Xenia Consultoras, and serves on civic bodies including SIPINNA Jalisco and the CRECE initiative. He writes on migration, peacebuilding, and human rights for En Pie de Paz, a supplement published by ZonaDocs.
