Serra-Barragán, Luis Alberto
Overview
Luis Serra is the Associate Dean of Research and Faculty Development of the School of Social Sciences and Government at Tecnológico de Monterrey. In this position, he is responsible for defining the long-term strategy of research and Faculty development of the School (188 full-time professors and 685 part-time professors) in alignment with Tec¿s overall research and faculty development strategies. He previously served as Executive Director of the Energy Initiative at Tecnológico de Monterrey for 6 years.
Over the last decade, Luis has led multidisciplinary international teams to conduct applied research and consulting projects for firms and federal government agencies in North America on energy, economic development, sustainability, and security. His projects have received over 30 million USD in funding from Mexico's CONACYT-Sener Funds, USAID, ClimateWorks, WWF, Prosperity Fund, Atlas Foundation, ILO, CIRT, Fundación Naturgy, and Femsa.
As a researcher, Luis is a candidate of Mexico's National Research System (SNII) of CONAHCYT. His work has been published in Scopus Q1 journals, Springer, and Tirant lo Blanch.
As a counselor, Luis represents Tecnológico de Monterrey at the Studies Commission of the Private Sector for Sustainable Development (CESPEDES). He is a member of the Energy Taskforce of Agenda 2030 of United Nations Global Compact's Mexico Chapter. He is also a member of the group of experts (ExpertODS) of the Sustainable Development Solutions Network in Mexico. He is also part of the group of experts (Expertxs) at México, ¿cómo vamos? He served from 2018 to 2021 as a member of the Evaluation Committee at Mexico's CONACYT-Sener-Sustainable Energy Fund. From 2016 to 2019, he also participated in the Board of Directors of Mexico's National Institute of Electricity and Clean Energy. Additionally, he represented President David Garza at two collegiate bodies presided by Mexico's Ministry of Economy (SE): the Consulting Group to promote the National Electricity Industry and the Consulting Group to promote the National Hydrocarbons Industry.
As a columnist, Luis has participated in Arena Pública and Energía a Debate. He has also been invited columnist at Energía Hoy, Global Energy México, and Animal Político. In 2014, he was a member of the Editorial Board of Energy at Reforma newspaper.
Luis has been an invited scholar at the Universidad de las Américas Puebla, the Instituto de Investigaciones Jurídicas at UNAM, FLACSO México, as well as in the Universidad de Alberta, Canada. He lectures at doctoral, master's, and baccalaureate levels in the Escuela de Gobierno y Transformación Pública, the EGADE Business School, and the Escuela de Ciencias Sociales y Gobierno at Tecnológico de Monterrey, teaching Economic Development, Energy Markets, Microeconomics, Environmental Economics, Behavioral Economics, and Managerial Economics.
He holds a Ph.D. in economics from the University of Warwick, a Master's in Applied Economics with a concentration in Environmental Economics from the Universidad de Alcalá de Henares, and a bachelor's in economics from ITAM. He also holds two Certificates of Specialization from Harvard Business School Online, one in Strategy and another in Leadership and Management.
