abstract
- The paper examines post-disaster humanitarian logistics formulating a joint planning framework for relief distribution and debris management. The framework considered dual objectives of minimizing response time and cost. To capture the uncertainty, some of the parameters are considered fuzzy while demands are stochastic following normal distribution. To provide the weightage to some of the commodities in the relief distribution, we suggested a priority then proportional allocation scheme. Items tagged as high priority receive a guarantee minimum service level by the leader. Fuzzy programming is used to keep time within tolerance at a modest cost increase, and an analysis of the results is done to provide policy implications. The model yields a feasible compromise solution with time goal satisfaction of 0.89 and cost goal satisfaction of 0.65. These results show the fuzzy bi-level approach keeps time within tolerance at modest extra cost while giving clear guidance on facility activation and flow assignment.
