This study assesses the impact of a Rotary Talent Management Strategy (R-TMS) within the context of Engineering Change Administration (ECA) operations in vehicle manufacturing operations. Utilizing system dynamics modeling and participatory methodologies, the study simulates the performance of the R-TMS under various industrial and human capital conditions. This study primarily examines its implementation within General Assembly Operations (GAO), Electronics Assembly Operations (EAO), and Painted Body Operations (PBO) Development Divisions. The findings indicate that R-TMS enhances cross-functional expertise and adaptability among Engineering Change Analysts (ECANs), leading to improved operational resilience. However, the model also highlights potential challenges, such as workload imbalances and the necessity for tailored training programs. The study underscores the importance of strategic planning in talent management and provides valuable insights into optimizing ECA operations for sustained industrial efficiency and innovation. The analysis reveals that the R-TMS effectively manages the average workload values, ensuring a balanced distribution of tasks among ECANs across different scenarios, including Business as Usual (BAU), New Vehicle Launch (NVL), Reduced Production Mix (RPM), and New Vehicle Launch with Extreme Turnover (NVL-X).
